This sentence contains two claims:
“No Justice of this Court has ever argued that the Court should never overrule a constitutional decision, but overruling a precedent is a serious matter.”
The claims:

The first claim is essentially impossible to lock down as true, as confirming an absence is still a problem, so that will remain undetermined. The second claim a subjective judgment, but one that is uncontroversial. I’m comfortable calling it true, but I’m willing to hear arguments to the contrary.
