“The second category—which is the one in question here—comprises a select list of fundamental rights that are not mentioned anywhere in the Constitution.

We can dispense with the claim that we are interested in this claim being discussed in this section. It’s true, but it’s just rhetorical navigation. The interesting claim here is this:

“The second category [. . .] comprises a select list of fundamental rights that are not mentioned anywhere in the Constitution.”

It’s interesting, but its confirmation will come after we’ve explored the next few sentences. That leaves us, for right now, with one true claim:
